If someone works in MA but lives in NH, should he still pay 5.3% MA state income tax? Thank you

Yes, it is compulsory. State taxes will also be deducted.
Another way of thinking about is that if State tax was not compulsory for people working in tax states who happened to live in no State income tax States, then everyone would move over the border and commute to work in MA or any other tax State that borders a no income tax State provided that wages were substantially higher or the jobs were better as is the usual case when comparing MA to NH.

Yes you still have to pay State tax when you work in MA but live in another state, there%26#39;s no going around it either. The form as an ';out of stater'; that%26#39;s working in MA but living in another State is the Form 1-NR/PY Mass Non-Resident Part Year Residence Tax Return form.
I have to fill it out myself again this year as a matter of fact, due to my seasonal position I had this past year down in MA.
